For developing Hybrid App, there are two main players are available in market phonegap and Appcelerator Titanium. With these tools you create HTML/CSS/Javascript local files, design and build the app as if it was a website, then use Cordova to wrap them into a mobile app.

 Only a single version of the app needs to be created. The same version can be run on different platforms and devices.
Hybrid mobile app development involves the use of existing skill set. Developers do not require any out-of-world technical know-how to build these apps.

Bad Facts:

Hybrid app doesn’t provide user experience just like Native App. Native App gives best user experience but it cost more.
